Product reductions (specific prices and catalog price rules), cart discounts (vouchers and cart rules) and, if you enable it, free shipping. If you lowered a product’s base price directly there is no original price to compare against, so it does not count as a saving.

Yes. A free shipping voucher is measured exactly. Free shipping reached by order amount or weight is estimated by recalculating what the carrier would have charged; that estimate ships disabled because it ignores per-product surcharges and rates set by other modules.
